There has been a list of the FBI's "Ten Most Wanted Fugitives" since March 14, 1950. A reporter for the International News Service, which was the forerunner of United Press International, requested the names and profiles of the "toughest guys" that the Bureau would want to interview.
The resultant article was so popular and garnered so much attention that it led to the creation of the "Ten Most Wanted Fugitives" program by the late FBI Director J. Edgar Hoover. Thomas James Holden was the first person added to the list. He was wanted for the murders of his wife, her brother, and her stepbrother.
The "Ten Most Wanted Fugitives" list has contained 532 fugitives since its founding; 494 of them have been found or captured. Among the program's intriguing facts are:
Thanks to the efforts of the public, 163 fugitives have been apprehended or discovered.

Even though nine of the fugitives were apprehended before the list was released, they are still officially included on it.
