This man is Davyd Arakhamia, leader of the Servant of the People party, the ruling party in Ukraine.
The Servant of the People Party is the political party in Ukraine with 241 seats out of 450 in the Ukrainian Parliament. Mr. Arakhamia was elected party leader on August 29, 2019.

Mr. Arakhamia was born in 1979 in Sochi, now part of Russia, and later moved to Georgia. In 1992, due to the conflict in Abkhazia, Mr. Arakhamia moved to the city of Nikolaev in Ukraine with his parents and began to engage in business.
Mr. Arakhamia is known as the founder of IT company Monster Template. When conflict broke out in the Donbass region, Mr. Arakhamia set up an organization to raise funds for the army.
In August 2014, Mr. Arakhamia became an advisor to the governor of the Mykolaiv region. Two months later, he became an adviser to the Ministry of Defense of Ukraine and Chairman of the Voluntary Council of this ministry.

Mr. Arakhamia then joined the Servant of the People party, ran for the National Assembly of Ukraine, and became the right-hand man of incumbent President Zelensky. Not long after, he was entrusted with the task of leading the party.

David Arakhamia said that he specially put on a baseball cap for negotiations and will continue to wear it at the 3rd round.
“In peacetime, I don’t wear baseball caps,” said the head of the Servant of the People faction of Ukraine’s ruling party.
