The Honorable Ralph Torres is the 9th Governor of the Commonwealth of the Northern Mariana Islands, serving alongside Lieutenant Governor Arnold I. Palacios, and the youngest Governor in the United States of America at 40 years old.
Ralph Torres' Early Life
Born on August 6, 1979, Gov. Torres was raised on the island of Saipan until his family moved to Boise, Idaho where he attended high school. He attended Boise State University and earned his bachelor’s degree in Political Science.
In 2004, he began to work with his brother at Torres Brothers, Attorneys at Law.
Ralph Torres' Political Career
Prior to this new term in office, Governor Torres served alongside Lt. Governor Victor B. Hocog, as Lieutenant Governor under Governor Eloy S. Inos, as President of the 18th Northern Marianas Commonwealth Senate, and as the Chairman of the Committee on Health and Welfare in the 17th Northern Marianas Commonwealth House of Representatives.

Following the unfortunate passing of Governor Inos in late 2015, Governor Torres ascended to the governorship of the CNMI on December 29, 2015.
As Governor, he serves as the Co-Chair of the Strategic Economic Development Council, which brings together public and private sector leaders to discuss critical economic development policies. Through this role, he has actively advocated for economic and labor legislation for the CNMI in Washington, DC with members of Congress and the White House.
He was instrumental in the passage of the Northern Mariana Islands US Workforce Act of 2018, which provided for effective wage protection for US workers, an acknowledgment of CNMI long-term guest workers, stronger development of local US workforce capacity, and allows for a substantial labor pool for the CNMI’s ongoing economic development. Through his work in promoting the CNMI, he led formal agreements with Skymark Airlines for Saipan to become the airlines’ first international destination and the first Japan-based air carrier to provide direct flights from Tokyo since 2005.
Ralph Torres' Personal Life
Torres has six children with his wife, the former Diann Mendiola Tudela: Ralph Anthony, Vaniqa Marie, Deon Titus, Tristan Dane, Divannie and Ryan. Torres is of Chamorro ancestry.
Diann Torres became the first lady of the Northern Mariana Islands when her husband, Governor Ralph Deleon Guerrero Torres, was sworn in as governor on December 29, 2015.

Mrs. Torres established the Lady Diann Torres Foundation with the goal of bettering the lives of people on the islands. The foundation has supported cancer research fundraising, women’s empowerment conferences and the cultural history of indigenous populations. Additionally, Mrs. Torres has met with social service agencies to advocate for improved services for individuals with disabilities, including facilitating their transition into the workforce.
The foundation also promotes language and literacy, particularly in the indigenous languages of Chamorro and Carolinian. In 2017, Mrs. Torres launched the Language in Literacy Young Author’s Program and Young Author’s Competition.
She has also been an annual participant in the Salvation Army’s annual Thanksgiving lunch, helping to distribute approximately seven hundred meals annually.

In accordance with the constitution, the Senate president, Victor Hocog, became Lieutenant Governor. Torres approved a bill, public law 19-42, that adds a $1,000 excise tax on pistol purchases, this is the highest tax on pistols sales in the US. However, this excessive tax was later ruled as unconstitutional according to the United States Constitution and overturned by the United States District Court. In February 2018, Bloomberg Businessweek reported that Torres and his family have received millions of dollars in payments from Hong Kong-based Imperial Pacific casino. |
